The motion blur technique is used to show a sense of speed with the subject of a picture. The shutter speed of your camera should be slowed down to capture the blur. The setting I used to take this picture and all of the other motion blur pictures I took is called "Shutter Priority AE". Shutter Priority AE is just like manual mode except the aperture automatically adjusts itself so you can focus primarily on getting the right exposure time.
